Communication options in Britain

So, if all deaf children are to have access to the fundamental right to communication, and if parents are to have real choices, it is to be welcomed that there are, within the UK, options in communication approach.

Local Education Authority (LEA) Services in the UK are increasingly offering more than just one communication approach (Note 56), but it is not the case that all three approaches are available in each LEA area.

What is “standard practice” in one LEA, or district within an LEA, may be unobtainable in another area. For example, in many LEAs, an auditory-oral education for profoundly deaf children is not available because all profoundly deaf children are believed to need sign support or sign language. In some LEAs, sign language options are not available in the local area, though they may be available “Out of district”.

It is equally important that parents are aware that there are discrepancies between the communication options offered and the quality of that provision. That communication options seem to he available does not mean that the different approaches are being delivered effectively. The hi lingual option particularly has very difficult and demanding requirements and it is acknowledged by some hilingualists that this approach will fail if not properly implemented or thought through (Note 57).

That different communication options for deaf children appear to be available should not delude anyone into thinking that what is actually on offer is necessarily a faithful realisation of a particular approach.

Parents who are unhappy with the advice they receive from the professionals ill their local area, or the educational practices they observe, can he advised to seek a second opinion. II parents feel that a sign approach is being foisted” on them, then DELTA, the Deaf Education through Listening and Talking Association, might be approached to offer advice. If a parent believes that the auditory‑oral approach offered is not suitable for their child, then NDCS, the National Deaf Children’s Society or the local Deaf Society can offer alternative advice.

Decisions about selection of communication approach are determined as much by the ideas of adults as by intrinsic, unalterable features of the child. It would be so much easier if it were otherwise and the approach selected could he dictated simply by the “needs” of the child. The most important factor, perhaps, is which of the alternate options available to the young child will be least constraining, which will leave most options open to the deaf child on becoming an adult. It is this consideration which should be uppermost in the minds of those making the choice on behalf of the deaf infant.
